Development Opportunities
The Prince George’s County Redevelopment Authority (RA) invites qualified development teams to respond to a Request for Proposals (RFP) regarding the redevelopment of the 22-acre Suitland Manor project site into a mixed-use town center. The RA envisions that, at full build-out, the project site will be a medium-to-high density mixed-use town center, including 100,000 to 300,000 square feet of retail and office space and up to approximately 2,200 market rate residential units. The town center will serve as a central gathering place for the surrounding residential community and local workforce as well as a county retail destination.

The Suitland Manor project site has many assets that could be leveraged towards the realization of the project vision. Strengths include, for example:

  • Convenient location – Located just minutes from the Nation’s Capital and within the Capital Beltway, Suitland Manor could provide an affordable place of residence to professionals employed at firms within the Beltway.
  • Proximity to growing employment center – Suitland Manor is adjacent to Suitland Federal Center, the largest employment center in Prince George’s County with 9,000 current jobs. The Bureau of the Census and the National Oceanic and Atmospheric Administration (NOAA) are constructing new buildings at Suitland Federal Center that will add 2,000 new jobs by 2010.
  • Existing, underserved retail demand- New high-end residential units are currently being constructed in the surrounding neighborhood. The Windsor Crossing development will add 350 new residential units, which will expand the consumer base for retail and entertainment uses at the Suitland Manor site. Additionally, the Suitland Metrorail station experiences a daily volume of 3,200 riders, supporting the demand for a mixed-use town center.
  • Flexible zoning – Suitland Manor is currently zoned a Mixed-Use Town Center (M-U-TC) Zone. This zoning encourages a mix of residential and non-residential development for Suitland Manor, without specific limitations to FAR, parking, or building height.
  • Availability of 22 contiguous acres– The RA now owns approximately 22 contiguous acres of land at Suitland Manor. Adjacent property owners retain an additional 11 acres. The RA envisions close coordination between the selected development team and the surrounding property owners to create a cohesive town-center development.
  • Straightforward infrastructure requirements – The RA is in the process of clearing land and razing dilapidated structures which will minimize pre-development costs.
  • Government support – Both the RA and Prince George’s County are fully committed to supporting the redevelopment of Suitland Manor.

The RA seeks proposals from highly-qualified development teams who possess a successful track record of developing high-quality mixed-use projects of at least 500,000 gross square feet.

The RA will select either one or multiple Offerors and will invite Selected Offerors to enter into exclusive negotiations with the RA to develop the project site. The Selected Offeror should be able to fully achieve the vision for the redevelopment of Suitland Manor as an entirely privately funded development without public financing. The RA anticipates that the Selected Offeror(s) will commence pre-development work immediately upon designation, which may be in advance of the RA’s ability to obtain site control of the entire Project Site.
